Sample brief · Los Angeles, CA

What LA City Hall is deciding in the next two weeks

This is the format of a Municipal Watch weekly brief: each item, its date, what it means for your business, and a link to the official source.

Sample prepared November 2, 2026 from official City of Los Angeles committee agendas and City Planning hearing notices. The City Council does not meet Nov 3–4. Items can be continued or changed; always confirm against the linked source.

Nov 4, 2026Housing Committee, 2:00 p.m. (Council File 26-0088-S2)

1. Citywide: draft ordinances exempting some property sales from the Measure ULA tax

What's happening: The committee takes up City Attorney draft ordinances “exempting certain conveyances of real property from the Measure ULA tax.” Measure ULA is the City’s extra transfer tax on high-value property sales. The committee’s recommendation then goes to the full Council.

Why it matters: Sellers, buyers, brokers and escrow officers: if your deal fits an exemption, it could change the tax bill at closing. Read the draft to see which transfers qualify before you price or structure a sale.

2. Downtown LA: motion to stabilize and preserve SRO buildings

What's happening: The committee takes up a motion on stabilizing Single Room Occupancy (SRO) properties and preserving their long-term affordability, to protect residents from displacement. It covers SRO units in Downtown LA, the Residential Hotel Ordinance, development guidelines for residential hotels, and the City Center and Central Industrial redevelopment project areas. The same agenda also lists removals of 12 properties from the Rent Escrow Account Program.

Why it matters: Owners, buyers and managers of Downtown residential hotels and SROs: new City rules or programs could affect conversions, redevelopment and operating plans. Watch for the report-back this motion asks for.

3. Venice: software campus at 606–654 E Venice Blvd to become shops, restaurants, offices and fitness

What's happening: The commission decides on changing 36,902 sq ft of light manufacturing to commercial uses: retail, office, restaurants and fitness. The site would become a 38,661 sq ft commercial center, with restaurant service floor area capped at 4,500 sq ft (indoor and outdoor), and at least 3,690 sq ft kept for manufacturing. It needs a Coastal Development Permit and a Venice Coastal Zone Specific Plan exception for 90 parking spaces instead of up to 144. The public hearing was completed Sept 22, 2026.

Why it matters: Restaurant, fitness and retail operators: new space on this stretch of Venice Blvd. Nearby businesses: more competition and more foot traffic. Commercial brokers: new leasing inventory.

4. Hollywood: Chateau Alto Nido apartments at 1851 N Ivar Ave proposed as a Historic-Cultural Monument

What's happening: The commission decides whether the property meets the City’s definition of a monument and whether to recommend that the City Council declare it a Historic-Cultural Monument. The application came from Hollywood Heritage. Two other proposed monuments are on the same agenda: 2921 S Budlong Ave and the Etta James Residence at 642 W Athens Blvd.

Why it matters: Owners and investors in older Hollywood apartment buildings: a monument designation adds review before demolition or major exterior changes. It can change redevelopment value.

5. Highland Park: beer and wine permit for a specialty grocery at 5110 E York Blvd

What's happening: A Class 2 Conditional Use Permit request to sell beer and wine for off-site consumption at an 871 sq ft specialty grocery store (Sip Snack) in an existing commercial building in the [Q]C4-1XL zone. Proposed hours are 9:00 a.m. to 10:00 p.m. daily. The hearing agenda is posted closer to the date; confirm on final agenda.

Why it matters: York Blvd markets, bottle shops, cafés and bars: one more alcohol seller on the corridor. Neighbors and nearby businesses can comment at the hearing.
