Nov 4, 2026Hearing Officer public hearing
1. Two rental buildings ask to convert to condos
What's happening: The Hearing Officer hears two condominium conversions. One is a five-unit rental building at 830 Brooks Ave. (Tentative Tract Map #85005). The other is a four-unit rental building at 390 Cliff Dr. (Tentative Parcel Map #84208). Both would let units that are now rented be sold one by one. Staff recommend approval with conditions.
Why it matters: Small apartment owners and brokers: this is the path to selling units one at a time. The staff report says the owner must meet parking, utility meter and warranty rules, and give tenants relocation help under the city's Housing Charter.

2. 143-unit affordable project on East Colorado Blvd.
What's happening: The Design Commission has a six-story, 100% affordable housing project at 2006-2030 E. Colorado Blvd. and 25 S. San Marino Ave. on its agenda. It would replace auto service buildings with 143 homes plus a manager's unit and 64 parking spaces. It uses the state density bonus with five concessions and one waiver. Staff recommend continuing the hearing to Dec 3, 2026.
Why it matters: East Colorado businesses and nearby owners: this is a big change to the block, with fewer parking spaces than homes. The same agenda also has a redesigned parking garage facade at 3468-3484 E. Foothill Blvd.

3. Late fees on rental registration start November 8
What's happening: The 2026 Rental Registration deadline was Oct 31. The grace period ends Nov 7. Starting Nov 8, unpaid fees get a late fee, starting at 15% of the $236.54 per-unit Rental Housing Fee. The late fee grows the longer it stays unpaid. The Rental Housing Board adopted a 0.05% security deposit interest rate for 2027, payable by Jan 31, 2028.
Why it matters: Landlords and property managers: finish any open registrations this week. Separately, 2026 deposit interest (0.12%) is due to tenants by Jan 31, 2027.

5. New zoning rules for data centers
What's happening: The Planning Commission holds a public hearing at 6:30 p.m. at the Hale Building on Zoning Code changes that would define data centers as a land use. They would be allowed only with a conditional use permit, for certain institutional uses with a Master Plan. The change is citywide. The Commission recommends; City Council decides at a separate hearing. The agenda will be posted by Nov 13.
Why it matters: Commercial property owners, brokers and tech tenants: as written in the notice, data centers would not be an option on ordinary commercial sites. Written comments go to commentsPC@cityofpasadena.net before the meeting.
